What CPNP notification is — and why it is mandatory
The Cosmetic Products Notification Portal (CPNP) is the EU-wide online system every cosmetic product must be registered in before it is placed on the market, under Article 13 of Regulation (EC) No 1223/2009. A single notification covers all 27 EU member states — there is no separate national filing.
What gets notified
The notification records the product category and name, the Responsible Person’s details, the formulation frame (including any substances of concern and nanomaterials), the labelling and packaging, and the contact for emergency health information used by poison centres.
Who must notify
The legal duty sits with the EU Responsible Person. Importers and non-EU brands therefore need an appointed RP before a CPNP notification can be filed. We handle the submission and can act as your RP too.
