Safety Assessment for Multi-Use Cosmetics

New · be the first to review

A Cosmetic Product Safety Report for products intended for more than one area of use — a hair-and-body wash, a face-and-body balm, a multi-purpose palette. Each additional use area needs its own exposure calculation, and the price reflects exactly that.

Not sure how many areas to select? Count the areas you actually market the product for. A shampoo that customers happen to use as a body wash is one area; a product sold as a "hair and body wash" is two. If you are unsure, contact us before ordering and we will scope it with you.

How it works

From order to signed report

1

Select & order

Choose your formula size above and order online — no consultation call required.

2

Document collection

We send a secure intake listing exactly what we need for a multi-use cosmetic. The checklist below is the usual set.

3

Assessment & testing

Your assessor reviews the formulation against Annexes II–VI and calculates exposure. If tests are missing we arrange them with our partner laboratories.

4

Signed report

You receive the signed CPSR digitally, ready to go into your Product Information File.

Safety assessment for multi-use cosmetics

A multi-use product is not one assessment with a broader label. Every intended area of use has its own applied amount, its own retention factor and its own exposure calculation, and the conclusion has to hold for all of them. A balm that is safe on the body may exceed a limit when the same person also puts it on their face.

This service covers two situations. The first is a single product marketed for several areas — hair and body, face and body, face and hair. The second is a palette combining different cosmetic categories, such as eyeshadow, blush and highlighter in one pan set, where each category carries different restrictions.

Pricing starts from the standard assessment and adds a surcharge per additional use area, because that is genuinely additional work rather than a copied paragraph.

What we look at in a multi-use cosmetic

  • A separate exposure calculation per use area. Applied amount and retention factor differ for face, body, hair and lips, and the safety margin must hold for each.
  • The most conservative area governs. If one use area breaches a limit, the product fails — even if every other use is comfortable.
  • Category-specific restrictions in a mixed palette. An eye-area pan and a lip pan in the same product answer to different parts of Annex IV.
  • Cumulative exposure where the same person uses the product in several places on the same day.
  • Label and instructions, which must make the intended areas of use explicit — the assessment covers what you tell consumers to do.

What you receive

A complete Cosmetic Product Safety Report in two parts, prepared and signed by a qualified Safety Assessor:

  • Part A — safety information. Composition, physicochemical characteristics and stability, microbiological quality, impurities and packaging, the exposure assessment for your multi-use cosmetic, the toxicological profile of every substance, and any undesirable effects.
  • Part B — safety assessment. The assessor’s reasoned conclusion on whether the product is safe, together with any warnings or usage restrictions that must appear on the label.

Which laboratory tests you actually need

A multi-use cosmetic normally contains a water phase, so the microbiological side of the file matters. The list below is the usual starting point — we confirm it against your actual formulation.

TestUsually neededWhy
Microbiological test (ISO 17516)YesConfirms the finished product meets cosmetic microbiological limits
Preservative efficacy / challenge test (ISO 11930)YesDemonstrates the preservative system holds across shelf life and use
Accelerated stability and compatibility testYesSupports the shelf life and PAO you print on the pack
Certificate of Analysis (physicochemical)YespH, viscosity, density, appearance and odour for the CPSR

Testing is arranged through our partner laboratories. If you already hold valid reports, we use yours — you are not asked to repeat work.

Typical required documents

This is what we normally ask for to start a multi-use cosmetic safety assessment. You do not need every item on day one — send what you have and we will tell you what is missing.

Why order your multi-use cosmetic assessment with Lexora

  • Assessed as a multi-use cosmetic, not as a generic cosmetic. Two use areas means two exposure calculations, not one with a wider label. That is the work you are paying the surcharge for.
  • EU-recognised assessors. Signed by qualified, VUB-trained Safety Assessors.
  • No unnecessary testing. We tell you which tests your formulation genuinely needs and which it does not.
  • Transparent pricing. Published upfront and scaled to your formula — no hourly surprises.
  • End-to-end route to market. Pair it with CPNP notification and an EU Responsible Person and you are done.
For pricing purposes we treat a mixed-category palette as the number of distinct cosmetic categories it contains, because each one carries different restrictions and its own exposure model. Contact us with the pan layout and we will confirm before you order.
Because "worst case" is not one thing. Body application gives the largest applied amount, facial application the least forgiving retention factor, and lip application an ingestion route. They are different calculations, and the report has to show each.
From your ingredient count, plus a surcharge for each additional area of use. Two areas add €75, three or more add €150 — because every additional use area means another full exposure calculation, not a copy of the first one.
A qualified Safety Assessor — a toxicologist, pharmacist or equivalent professional, EU-recognised and trained at Vrije Universiteit Brussel (VUB), as Annex I of the Regulation requires.
No. The CPSR is mandatory but not sufficient on its own. You also need a complete Product Information File, a CPNP notification and an appointed EU Responsible Person. We provide all three.
It depends on the size of the formula and how complete your documentation is. Once your intake is in we confirm a timeline — and if laboratory testing is still outstanding, that is usually what sets the pace.
Yes. The safety report is one component of the PIF. We can assemble the whole dossier, or review the one you already hold.
