This is a screen, not a safety report. Formula screening tells you whether your ingredients are permitted and at what concentration. It is not a CPSR, it does not include exposure calculations or a Safety Assessor’s signature, it does not prepare your INCI list, and it does not review your label. It is the cheap check you run first.

What gets checked

Your formulation is screened, ingredient by ingredient and at your stated concentrations, against the annexes of Regulation (EC) No 1223/2009:

  • Annex II — prohibited substances. Over a thousand entries that may not be used in cosmetics at all.
  • Annex III — restricted substances. Permitted, but only within concentration limits, in certain product types, or with mandatory warnings on the label.
  • Annex IV — colorants. Including which are permitted for lip use, which are excluded from products applied near the eyes, and the purity criteria attached to each.
  • Annex V — preservatives. The permitted list with its concentration limits and product-type restrictions.
  • Annex VI — UV filters. Relevant the moment your product carries an SPF claim, including the nano-form entries.

What you receive

  • A clear pass or fail per ingredient at your stated concentration.
  • For restricted substances: the applicable limit, the product types it applies to, and any mandatory label warning it triggers.
  • Substances that are compliant today but under active review flagged separately, so you are not blindsided by an amendment.
  • Where a substance fails, a note on whether reformulation or a concentration reduction is the realistic fix.

When to run it

Before you commission stability testing. Before you order packaging. Before an INCI list goes to a printer. A screening at €50–150 that stops a formula going into production is the highest-return hundred euros in cosmetic compliance.

What is not included

  • The Cosmetic Product Safety Report and its exposure assessment.
  • Preparation of your INCI ingredient list.
  • Label review or claims assessment.

Why screen before you build

  • It is the cheapest failure point. Finding a prohibited substance now costs you a screening fee. Finding it after a production run costs you the run.
  • Suppliers get this wrong. "Cosmetic grade" is a commercial description, not a regulatory status, and a raw material legal in one market may be prohibited in the EU.
  • Limits are product-type specific. The same substance can be fine in a rinse-off and prohibited in a leave-on. We screen against your actual product type.
  • The annexes move. They are amended regularly, and a formula signed off three years ago is not necessarily compliant now.

No, and the difference matters. A screening tells you whether your ingredients are permitted. A CPSR adds the exposure assessment, the toxicological profile of every substance and a qualified assessor’s signed conclusion — and only the CPSR is legally required.
It is useful supporting work, but the PIF needs the full CPSR. Think of the screening as the check you run first to avoid paying for a CPSR on a formula that cannot be made compliant.
We tell you which annex it falls under, what the limit is, and whether reducing the concentration is enough or the substance has to come out. That is usually the difference between a small reformulation and starting again.
We screen the substances you tell us are in the formula. If a supplier has described something inaccurately, the screening will typically surface it — that is one of the more common things it catches.
