Safety assessment for multi-use cosmetics

A multi-use product is not one assessment with a broader label. Every intended area of use has its own applied amount, its own retention factor and its own exposure calculation, and the conclusion has to hold for all of them. A balm that is safe on the body may exceed a limit when the same person also puts it on their face.

This service covers two situations. The first is a single product marketed for several areas — hair and body, face and body, face and hair. The second is a palette combining different cosmetic categories, such as eyeshadow, blush and highlighter in one pan set, where each category carries different restrictions.

Pricing starts from the standard assessment and adds a surcharge per additional use area, because that is genuinely additional work rather than a copied paragraph.

What we look at in a multi-use cosmetic

• A separate exposure calculation per use area. Applied amount and retention factor differ for face, body, hair and lips, and the safety margin must hold for each.
• The most conservative area governs. If one use area breaches a limit, the product fails — even if every other use is comfortable.
• Category-specific restrictions in a mixed palette. An eye-area pan and a lip pan in the same product answer to different parts of Annex IV.
• Cumulative exposure where the same person uses the product in several places on the same day.
• Label and instructions, which must make the intended areas of use explicit — the assessment covers what you tell consumers to do.

What you receive

A complete Cosmetic Product Safety Report in two parts, prepared and signed by a qualified Safety Assessor:

• Part A — safety information. Composition, physicochemical characteristics and stability, microbiological quality, impurities and packaging, the exposure assessment for your multi-use cosmetic, the toxicological profile of every substance, and any undesirable effects.
• Part B — safety assessment. The assessor’s reasoned conclusion on whether the product is safe, together with any warnings or usage restrictions that must appear on the label.

Which laboratory tests you actually need

A multi-use cosmetic normally contains a water phase, so the microbiological side of the file matters. The list below is the usual starting point — we confirm it against your actual formulation.

Testing is arranged through our partner laboratories. If you already hold valid reports, we use yours — you are not asked to repeat work.
