What the retainer covers, and what is billed separately. The retainer covers monitoring, impact analysis, prioritisation and consultation. Deliverables that carry a signature or a portal submission — a CPSR, a PIF, a CPNP notification, Responsible Person representation, laboratory testing, a full label redraw — are quoted separately, at a reduced rate for retainer clients. We would rather be explicit than have you discover the boundary at the wrong moment.

The problem this solves
Most compliance work is bought as a project: a safety report, a notification, a label review. That works until the rules move. Regulation (EC) No 1223/2009 is amended several times a year — annex entries, CMR omnibus acts, allergen labelling under EU 2023/1545, SCCS opinions that become restrictions, ATPs to the CLP Regulation. Each amendment carries a transition period, and the transition period is the part brands miss.
Regulatory Monitoring & Consultancy puts that watch on us. You get told what changed, whether it touches your products, what you have to do, and by when — while there is still time to act cheaply.
What we monitor
- Regulation (EC) No 1223/2009 and every amending regulation — Annexes II–VI (prohibited, restricted, colorants, preservatives, UV filters).
- CMR omnibus acts, which move substances into Annex II with short transition windows.
- Allergen labelling under EU 2023/1545 and the deadlines attached to it.
- SCCS opinions — the reliable early warning of a restriction two years out.
- CLP Regulation (EC) No 1272/2008 and its ATPs, where you also place chemical mixtures.
- Packaging, environmental and EPR labelling in the markets you sell into.
- Selected non-EU markets — the UK, Switzerland, Türkiye and others by agreement, scoped at onboarding.
What you receive
- Portfolio profile at onboarding. We record your products, formulation families, claims and markets, so monitoring is filtered to what is actually yours.
- Change alerts. When something relevant is published we send it with the plain-language version: what changed, which of your products it touches, and the compliance date.
- Impact notes. For anything that affects you, a short written assessment of the required action and its priority — reformulate, relabel, re-notify, or nothing to do.
- An action timeline. Sequenced by regulatory deadline, so artwork, stock and production changes can be planned rather than rushed.
- Consultation time. New ingredient, new claim, new market, a distributor question, an authority letter — ask us.
- A quarterly summary even in a quiet quarter, so you always have something to show an auditor or a retailer.

What is not included
- Cosmetic Product Safety Reports, PIF authoring or review, CPNP notifications and Responsible Person representation.
- Laboratory testing of any kind.
- Graphic design or artwork production — we specify what the label must carry; your designer sets it.
- Legal representation before an authority.
All of the above are available as separate services, at a reduced rate while the retainer is running.
Why a retainer beats calling when something breaks
- Transition periods are the whole game. An annex amendment with an eighteen-month transition is a planning exercise. The same amendment discovered at month seventeen is a recall conversation.
- Generic newsletters do not tell you if it is yours. Knowing that a preservative was restricted is not useful until someone checks whether it is in your formulas. That check is the service.
- Questions get asked while they are still cheap. When advice is already paid for, brands ask before the artwork goes to print rather than after.
- Continuity. The person answering already knows your portfolio, your markets and your manufacturer, so you are not re-explaining your business every time.
No. You buy a term — one month or twelve — and we remind you before it ends. Nothing is charged to your card again without you deciding to renew.
Twelve months at the monthly rate is €1,200. The annual plan is €1,000, so two months are free. It also pools your consultation time across the year and adds the annual portfolio review and a one-business-day response.
The standard scope is a portfolio of up to twenty-five products. Larger or more complex portfolios are quoted at onboarding — we would rather set the scope honestly than throttle the service later.
You get the alert with an impact note: which products, what action, what deadline. If the action is advisory — a wording change, a reformulation decision, a prioritisation call — it is covered by your consultation time. If it needs a new deliverable such as an updated CPSR or a re-notification, we quote it at the retainer rate before doing anything.
Selected ones — the UK, Switzerland, Türkiye and others by agreement. We scope this at onboarding and we are explicit about which markets we do and do not watch. A retainer that quietly implies global coverage is worse than no retainer.
Yes. Ingredient feasibility, claim wording, which documents you will need, which markets are realistic — all of that is consultation. The deliverables the launch then needs are quoted separately.
On the monthly plan the hour does not roll over. On the annual plan the twelve hours are pooled, so a quiet spring and a busy autumn balance out. Monitoring and impact notes continue regardless of how much consultation you use.
The monthly plan simply ends after its month if you do not renew. The annual plan is a twelve-month term. There is no notice period and no cancellation fee, because there is nothing to cancel — you buy the next term or you do not.

The retainer is not a Responsible Person
EU law requires a named Responsible Person established in the Union for every cosmetic product on the market. Monitoring keeps you current; the RP mandate is the legal role. Most retainer clients hold both.
