What the Challenge Test proves

The Preservative Efficacy Test (PET), or Challenge Test, is a key requirement in cosmetic safety assessment under Regulation (EC) No 1223/2009. It verifies that the preservatives in your formulation effectively control microbial contamination during the product’s shelf life and use — protecting consumer health where products meet microorganisms in manufacturing, storage, transport and consumer use.

Regulatory importance

EU rules require evidence of microbiological safety for all cosmetics. Challenge Test results must appear in the Product Information File (PIF) and support the CPSR. Without sufficient preservative-efficacy data, products risk non-compliance, delayed market entry or regulatory action.

Methodology

We test to ISO 11930:2019 and other international standards: inoculating your product with specific strains of bacteria, yeasts and molds, monitoring microbial reduction over defined intervals, and assessing whether your preservative system meets the EU acceptance criteria — in fully accredited, EU-recognised laboratories.

It deliberately introduces microorganisms (bacteria, yeasts and molds) into your product and measures whether the preservative system reduces them to safe levels over time, confirming microbiological safety to ISO 11930:2019.
Evidence of microbiological safety is required for the PIF and CPSR. The Challenge Test is the standard way to demonstrate preservative efficacy, unless your product qualifies for a challenge-test exemption.
