Safety assessment for a face serum

A face serum is usually the most concentrated product a brand sells, and it is applied to the face every day and left there. Both facts push it to the top of the risk list under Regulation (EC) No 1223/2009: leave-on exposure to facial skin uses the least forgiving numbers in the exposure model, and serums are where restricted actives most often exceed their permitted concentration.

This is a full CPSR — Part A and Part B — scoped to a serum rather than to a generic cosmetic. The exposure calculation uses facial leave-on figures, and the Annex II–VI screening focuses on the actives serums are actually built from.

What we look at in a face serum

  • Retinol and retinyl esters. Regulation (EU) 2024/996 set maximum concentrations for vitamin A in cosmetics. Serums are the format most often found over the line.
  • Alpha- and beta-hydroxy acids. Concentration, finished-product pH, and the label warnings that become mandatory above certain levels.
  • Alpha-arbutin and arbutin. Restricted by the same 2024 amendment — brightening serums are where they turn up.
  • Preservation of a thin, water-rich base. Low-viscosity serums are among the easiest formats to under-preserve, and the challenge test is where that shows.
  • Fragrance allergens above the leave-on threshold, which must be declared under Regulation (EU) 2023/1545.
  • Actives with no SCCS opinion — peptides, ferments, novel botanicals — where the toxicological profile has to be built from supplier data and read-across.

What you receive

A complete Cosmetic Product Safety Report in two parts, prepared and signed by a qualified Safety Assessor:

  • Part A — safety information. Composition, physicochemical characteristics and stability, microbiological quality, impurities and packaging, the exposure assessment for your face serum, the toxicological profile of every substance, and any undesirable effects.
  • Part B — safety assessment. The assessor’s reasoned conclusion on whether the product is safe, together with any warnings or usage restrictions that must appear on the label.

No. The CPSR is mandatory but not sufficient on its own. You also need a complete Product Information File, a CPNP notification and an appointed EU Responsible Person. We provide all three.
It depends on the size of the formula and how complete your documentation is. Once your intake is in we confirm a timeline — and if laboratory testing is still outstanding, that is usually what sets the pace.
