Safety assessment for a hair conditioner
Conditioners are built on cationic surfactants and fatty alcohols, a chemistry quite different from the shampoo they follow. The critical scoping question is whether the product is rinsed out or left in: a leave-in conditioner uses leave-on exposure figures and is assessed far more conservatively than the same formula sold as a rinse-out.
You receive a full CPSR, Part A and Part B, with the exposure model matched to how your product is actually used.
What we look at in a hair conditioner
- Cationic surfactants and quaternary ammonium compounds — permitted concentrations and skin tolerance at the level you use.
- Rinse-off versus leave-in. The single decision that most changes the assessment. A leave-in is a different product in regulatory terms.
- Preservation of the water phase under Annex V, in a pack used with wet hands.
- Silicones and film formers, including any synthetic polymer microparticle content under the REACH restriction in Regulation (EU) 2023/2055.
- Fragrance allergens under Regulation (EU) 2023/1545, at the threshold matching rinse-off or leave-on use.
What you receive
A complete Cosmetic Product Safety Report in two parts, prepared and signed by a qualified Safety Assessor:
- Part A — safety information. Composition, physicochemical characteristics and stability, microbiological quality, impurities and packaging, the exposure assessment for your hair conditioner, the toxicological profile of every substance, and any undesirable effects.
- Part B — safety assessment. The assessor’s reasoned conclusion on whether the product is safe, together with any warnings or usage restrictions that must appear on the label.

A hair conditioner normally contains a water phase, so the microbiological side of the file matters. The list below is the usual starting point — we confirm it against your actual formulation.

No. The CPSR is mandatory but not sufficient on its own. You also need a complete Product Information File, a CPNP notification and an appointed EU Responsible Person. We provide all three.
It depends on the size of the formula and how complete your documentation is. Once your intake is in we confirm a timeline — and if laboratory testing is still outstanding, that is usually what sets the pace.
