Safety assessment for an eyelash or eyebrow serum
Lash serums attract more enforcement attention than almost any other cosmetic. The reason is simple: the growth effect consumers want is pharmacological, and the substances that reliably deliver it — prostaglandin analogues such as bimatoprost or isopropyl cloprostenate — are not permitted in cosmetic products in the EU. A product containing them is not a non-compliant cosmetic; it is an unlicensed medicine.
On top of that, the application site is the lash line, millimetres from the eye, on skin that is thinner than anywhere else on the body. The assessment reflects both realities.
What we look at in a eyelash and eyebrow serum
- Prostaglandin analogues. Bimatoprost, isopropyl cloprostenate and related compounds are not acceptable in an EU cosmetic. This is the first thing we check and the most common reason a lash serum fails.
- Peptide growth actives and whether the effect claimed is cosmetic or crosses into pharmacological.
- Ocular tolerance. Application at the lash line means the product will reach the eye, and the file needs data reflecting that.
- Preservation in a small applicator pack repeatedly returned to the eye area — a genuine contamination route.
- Colorants and any ingredient restricted from use near the eyes under the Annex IV eye-area column.
What you receive

- Part A — safety information. Composition, physicochemical characteristics and stability, microbiological quality, impurities and packaging, the exposure assessment for your eyelash and eyebrow serum, the toxicological profile of every substance, and any undesirable effects.

No. The CPSR is mandatory but not sufficient on its own. You also need a complete Product Information File, a CPNP notification and an appointed EU Responsible Person. We provide all three.
