Safety assessment for a bar or solid soap

A saponified bar soap is a hostile environment for microorganisms: alkaline pH and very little available water. That normally removes the need for challenge and microbiological testing, provided the rationale is written into the file. What replaces it is a different set of questions — free alkali, superfat level, cure and the consistency of a cold-process batch.

You receive a full CPSR, Part A and Part B, with the reasoning for the reduced testing set out explicitly.

What we look at in a bar soap

  • Finished pH and free alkali, the two figures that decide whether a bar is well made or harsh.
  • Saponification method — cold process, hot process or melt-and-pour, each with a different consistency and documentation profile.
  • Superfat level and the oxidative stability of the unsaponified oils it leaves behind.
  • Colorants, micas and botanical inclusions against Annex IV, including exfoliant particles under the microplastics restriction.
  • Essential oils and fragrance allergens under Regulation (EU) 2023/1545.

What you receive

A complete Cosmetic Product Safety Report in two parts, prepared and signed by a qualified Safety Assessor:

  • Part A — safety information. Composition, physicochemical characteristics and stability, microbiological quality, impurities and packaging, the exposure assessment for your bar soap, the toxicological profile of every substance, and any undesirable effects.
  • Part B — safety assessment. The assessor’s reasoned conclusion on whether the product is safe, together with any warnings or usage restrictions that must appear on the label.

Which laboratory tests you actually need

A bar soap is normally anhydrous, and that changes the testing bill. Microbiological and challenge testing exist to address microbial growth, and microbial growth needs available water. We will tell you when you can skip them rather than sell you tests your formulation does not need.

Yes. A soap intended for cleansing the skin is a cosmetic product under Regulation (EC) No 1223/2009 and needs a safety report, a PIF, a CPNP notification and a Responsible Person like any other cosmetic. Making it by hand changes nothing legally.
It depends on whether the variants share a base formula. Same base with different colour or scent can often sit in one assessment; genuinely different recipes need their own. Tell us the range at intake and we will scope it honestly.

No. The CPSR is mandatory but not sufficient on its own. You also need a complete Product Information File, a CPNP notification and an appointed EU Responsible Person. We provide all three.
It depends on the size of the formula and how complete your documentation is. Once your intake is in we confirm a timeline — and if laboratory testing is still outstanding, that is usually what sets the pace.
Yes. The safety report is one component of the PIF. We can assemble the whole dossier, or review the one you already hold.
