Portugal manages packaging waste principally through the Ponto Verde system. If you place packaged cosmetics on the Portuguese market you have scheme and declaration obligations, plus consumer information in Portuguese. We set out what applies.
What Portugal requires on your packaging
Legal basis: the Portuguese packaging waste management framework, operated principally through Sociedade Ponto Verde. Portugal is a scheme-membership market with a licensed mark. The obligations are lighter on artwork than France and heavier on declarations than brands expect.

Membership of the applicable packaging waste management entity for the packaging you place on the market.

Periodic reporting of packaging placed on the market, by material and weight.

The Green Dot symbol, used under licence where your scheme participation permits it.

Common mistakes with Portugal packaging rules
- Using the Ponto Verde mark without the licence that scheme participation provides.

Frequently asked questions
Can I use the Green Dot on my Portuguese packaging?
The mark is used under licence, which normally comes through participation in the scheme. Using it without that basis is a licensing problem rather than a labelling one, but it is still a problem.
I already comply in Spain. Does that cover Portugal?
No. They are separate national systems with separate registrations, separate declarations and a different consumer language. Iberian coverage means two sets of obligations.
