The Low-Risk Compliance Kit is a streamlined regulatory bundle for low-risk cosmetic products entering the EU market. Following the risk-based approach of Regulation (EC) No 1223/2009 and the SCCS Notes of Guidance, it delivers the essential safety documentation while avoiding unnecessary steps where this is scientifically justified.
What defines a low-risk product
Typically simple formulations with low water activity and limited microbiological susceptibility — for example alcohol-based fragrances, high-pH solid soaps, anhydrous products (oils, balms, waxes), pressed powders and solid bars, and rinse-off products with short contact time. For these, microbiological testing may not be mandatory when formulation, raw-material and stability data sufficiently support safety. Final classification always requires a product-specific assessment.

Simple formulations with low water activity and limited microbial susceptibility — e.g. alcohol-based fragrances, solid soaps, anhydrous balms and oils, pressed powders, and short-contact rinse-off products. A safety assessor confirms the classification.
For genuinely low-risk products, the risk-based approach in the SCCS guidance allows microbiological testing to be omitted where formulation and stability data support safety — saving time and cost. We add it if your product needs it.
CPSR preparation and PIF review, both by a qualified cosmetic safety assessor. Stability testing and CPNP notification are optional add-ons.
