What an EU Responsible Person is

Under Article 4 of Regulation (EC) No 1223/2009, no cosmetic product may be placed on the EU market unless a Responsible Person established within the EU is designated for it. The RP is legally accountable for the product’s compliance and is the entity authorities deal with.

What the Responsible Person does

The RP ensures a compliant CPSR and Product Information File are in place and kept up to date, files the CPNP notification, keeps the PIF accessible for 10 years, manages undesirable-effect reporting, and cooperates with market-surveillance authorities. The RP’s name and address must appear on the product label.

Who needs this

Any brand without its own EU-based legal entity — particularly non-EU manufacturers, importers and online sellers shipping cosmetics into the Union. Appointing Lexora as your RP gives you compliant market access without setting up an EU company.

Because Article 4 makes it mandatory: a cosmetic cannot legally be sold in the EU unless an EU-established Responsible Person is designated for it. Non-EU sellers cannot self-appoint from outside the Union.

No. Since Brexit, Great Britain requires a separate UK Responsible Person. An EU RP covers the 27 EU states (and, in practice, the EEA arrangements), not the UK.
